Crosby Grindle, MPA
Crosby Grindle is the President of Cooperative Services, LLC, a consulting group specializing in cooperative procurement and the public safety industry. He also serves in a strategic development role for National Cooperative Procurement Partners (NCPP), the professional association for the cooperative procurement industry. His consulting firm works with Sourcewell on their public safety market and solution development initiatives.
Crosby is on the Board of Directors for the Fire and Emergency Manufacturers and Services Association (FEMSA). Formerly, he served as the President of NPPGov and served on the Board of Directors for NCPP.
He has held several leadership positions in association management including Director of Professional Development for the International Association of Fire Chiefs (IAFC). His local government career began in the fire service where he ultimately served as the Chief of Training and Technical Rescue in Roanoke, VA and a project manager for city administration.
Crosby has a Bachelor of Arts degree from the University of Virginia and a Master of Public Administration degree from Virginia Tech.

Victoria Lee, MPA
Victoria Lee is the Business Manager for Cooperative Services, LLC. Her 30-year career in public safety includes serving as a volunteer firefighter/EMT, serving as Managing Director for a public safety technology consulting firm, and working in several public safety stakeholder and fire chief member focused positions with the First Responder Network Authority and the International Association of Fire Chiefs (IAFC), respectively.
With a strong commitment to public safety and focus on collaboration, her leadership and energy have resulted in numerous successful public safety agency and technology company partnerships.
Victoria has a Bachelor of Arts degree from the College of William & Mary and a Master of Public Administration degree from George Mason University. She is based in Bend, Oregon.

Shawn P. Stokes
Shawn P. Stokes is a Project Manager for Cooperative Services, LLC. with 25 years’ experience in the fire service and association management. He is currently Fire Chief of the Dunn Loring Volunteer Fire and Rescue Department, Chairman of the Fairfax County Volunteer Fire Commission in Virginia, and At-Large Board Member of the Volunteer and Combination Officers Section of the International Association of Fire Chiefs.
Previously, he has worked in national and international fire service policy with a focus on wildland, volunteer and technology issues, and technology development for the Federal Aviation Administration.
He has a Master of Aeronautical Science degree in Aviation Operations and a Bachelor of Science degree in Aviation Business Administration from Embry-Riddle Aeronautical University, Daytona Beach, FL.

James Mitchell
James Mitchell is a Special Advisor for Cooperative Services, LLC. He is a seasoned executive with over two decades of extensive expertise in operations, strategy, and risk management. James started in state government, working on the Governor’s communications staff in the State of Florida. From there, he moved to DC to pursue a career in emergency management and public safety policy at the federal level. Today, he is recognized as a public sector technology thought leader, and has a proven track record of delivering large-scale, high-impact projects, including the $100 billion FirstNet public-private partnership, which established the nation’s first and only public safety broadband network. With deep experience in government affairs, SaaS, and public safety technology, James has successfully driven innovation, delivered billions in federal programs at the Departments of Homeland Security and Commerce, and managed high visibility engagements at all levels of government. As Chief Operating Officer of Fractional Source, James leads strategic initiatives that advance operational excellence and drive transformative outcomes for clients in the public sector.

Keely Maroney
Keely Maroney is a Senior Executive for Cooperative Services, LLC. She brings over 15 years’ experience in cooperative purchasing and public sector business development. Her methodical approach to problem-solving ensures that today’s decisions set the foundation for long-term success.
Keely supports clients including Sourcewell and National Cooperative Procurement Partners (NCPP) on solution development initiatives. Previously, she served as Director of Operations for NPPGov, a national cooperative purchasing program, and, most recently, as a Senior Partner Development Manager at Amazon Web Services (AWS).
Residing in the greater Seattle area, Keely is a certified stand up paddleboard instructor, teaching stand up paddleboard lessons and fitness classes in her free time.

Kirsten Thompson
Kirsten Thompson is a Consultant for Cooperative Services, LLC. Kirsten is a digital strategy leader with deep experience helping public-sector, healthcare, and nonprofit organizations modernize services, improve customer experience, and make smarter, data-driven decisions. Her career spans experience design, customer strategy, and large-scale transformation programs that bridge business, IT, and operational needs. She is known for bringing clarity to complex problems and translating emerging technologies into practical, people-centered solutions. With a strong focus on collaboration, she builds trusted relationships that accelerate alignment and drive meaningful outcomes across diverse teams. She is passionate about empowering mission-driven organizations to serve their communities more effectively.
Kirsten holds a Bachelor of Science in Scientific and Technical Communication from the University of Minnesota. Outside of work, she enjoys reading, cooking, time with her two young kids, and travel.

Aly Lubov
A proud native of Minnesota, Aly now lives in Fairfax, VA, where she splits her time between volunteering at her local fire department, managing the county’s Fire and Rescue Academy volunteer EMT program, and enjoying time with her wonderful husband and two amazing kids. Aly holds a Bachelor's degree in Bioarchaeology from the University of Oregon and a Master's in Global Ethics from the University of Birmingham in England, as well as a Master's in Intelligence Studies from American Military University. She's worked for several non-profit organizations in East Africa and most recently served as a Legislative Aide on Capitol Hill. Aly is also a nationally registered EMT, the Training Officer and Secretary of the Dunn Loring Volunteer Fire and Rescue Department in Fairfax, and the Secretary of the Fairfax County Volunteer Fire and Rescue Association.

Amber Wells
Amber Wells is a Consultant for Cooperative Services, LLC. bringing over 30 years of emergency response and association management experience. She currently serves in a part-time administrative capacity for a combination consolidated fire district in Douglas County, Kansas.
Previously serving as a career Firefighter-EMT for a rural combination department and over 20 years in multiple roles at the International Association of Fire Chiefs (IAFC) provided Amber with a wealth of knowledge from various perspectives. During her tenure at IAFC, she focused on education and programs, grants management, stakeholder engagement, and support in national policy development to benefit fire and emergency services. Amber is dedicated to supporting improved safety for emergency responders and the communities they serve.
Amber holds an Associate of Arts Degree in Fire Service Administration and a Bachelor of Science Degree in Justice Studies.
